1、“认房不认贷”
政策回顾：2023年8月下旬，住房城乡建设部、中国人民银行、金融监管总局联合印发《关于优化个人住房贷款中住房套数认定标准的通知》，推动落实购买首套房贷款“认房不用认贷”政策措施。
同年8月30日，广州打响政策落地第一枪。同一天，深圳跟进。9月1日，上海和北京也先后宣布落地“认房不认贷”政策，几天内跟进的还有成都、厦门、武汉、惠州、东莞、中山等城市。仅9月份，就有超50个省市执行首套房“认房不认贷”政策。
点评：从“认房又认贷”到“认房不认贷”，一字之差的背后，是适应我国房地产市场供求关系发生重大变化的新形势，适时调整优化房地产政策。这也开启了后续一系列松绑潮。
2、“双限”解除
政策回顾：“认房不认贷”之后，限购、限售解除登上舞台。9月份，核心城市迎来双限解禁潮，南京、合肥、济南、青岛等12个二线城市全面取消限购政策。此外，福州、合肥等8城全面解除限售。
据中指研究院统计，2023年，14个二线城市全面取消限购政策，7个城市优化限购范围、购房套数等；近30城降低或取消了限售年限要求。其中，一线城市广州尤为引人关注，再次走在调控松绑前沿，非户籍人口首套房购置纳税社保年限从5年收缩至2年，同时解除黄埔、番禺、花都、白云区部分地区的限购。
点评：在此之前，限购的松绑多发生在非核心二线城市抑或是渐进式放松，而此轮调整，大部分城市是一步到位，为市场注入了信心。不过，目前北京、上海、深圳继续采取较为严格的限购政策，存在优化空间。
3、限价松绑
政策回顾：作为“四限”之一的限价，也接力松绑。2023年10月以来，22个实行集中供地的城市中，已有18个城市取消土地限价，恢复 “价高者得”模式，其中既有一线城市广州，也有成都、合肥、南京、重庆、厦门、杭州、苏州等重点二线城市。
在恢复土地“价高者得”的同时，部分城市还取消了土地出让中的商品房限价限制，诸如杭州四个区域取消了新房限价，成都、福州、厦门等城市取消了土地出让中公告的商品房限价。
点评：限价政策出台的背景是楼市高热、炒房现象严重。如今，房价回调，限价政策带来的负面影响愈发突出。多地优化限价政策，将一定程度上促进需求释放，有利于房企销售回笼资金。
4、以旧换新
政策回顾：为了推动楼市交易，今年各地政府可谓使出“十八般武艺”，其中就有“以旧换新”。所谓“以旧换新”，就是帮助“卖旧房换新房”的购房者，提前锁定意向新房，同时加速旧房出售。
2023年以来，宁波、南京、淄博、南通、扬州、海宁、济宁、徐州、南通等多地政府鼓励“以旧换新”，以此助力释放新房购买力，加强市场的流动性。
点评：多城密集出台“以旧换新”，有助于促进购房者提高置换效率，同时助力新房去化库存。不过，从执行层面来看，效果不一。
5、房贷利率下调
政策回顾：2023年8月31日晚，中国人民银行、国家金融监督管理总局优化了差别化住房信贷政策，首套住房商业性个人住房贷款利率政策下限按现行规定执行，二套住房商业性个人住房贷款利率政策下限调整为不低于相应期限贷款市场报价利率加20个基点。
在央行政策指导下，各地推动利率下调。据贝壳研究院监测显示，2023年12月，百城首套主流房贷利率平均为3.86%，二套主流房贷利率平均为4.41%，分别较2022年同期回落23个基点和50个基点。
除了新房利率调整外，2023年，存量房贷利率的下调也引起强烈关注。8月31日，《关于降低存量首套住房贷款利率有关事项的通知》发布，自2023年9月25日起，存量首套住房商业性个人住房贷款的借款人可向承贷金融机构提出申请，由该金融机构新发放贷款置换存量首套住房商业性个人住房贷款。
央行数据显示，截至2023年9月底，超过22万亿元存量房贷利率完成下调，调整后的加权平均利率为4.27%，平均降幅73个基点，每年减少借款人利息支出1600亿元至1700亿元，惠及约5000万户、1.5亿人。
点评：对于购房者来说，房贷利率下调最直接的好处就是减少了购房成本，减轻月供压力。对于楼市来说，则增加消费需求，更好满足刚性和改善性住房需求。
6、降首付
政策回顾：2023年8月31日晚的央行差别化信贷政策还对购房首付比做出指导，对于贷款购买商品住房的居民家庭，首套住房商业性个人住房贷款最低首付款比例统一为不低于20%，二套住房商业性个人住房贷款最低首付款比例统一为不低于30%。
此后，各地积极落实降首付政策，多数城市首套房首付比例降至20%，二套房首付比例调整为30%；部分核心二线城市如杭州首套房首付比例降至25%、二套房为35%。值得关注的是，四个一线城市也都下调了首付比例，广州、深圳首套房首付比例均降至30%、二套房为40%，北京、上海作为政策风向标城市，也在今年年底大幅度调整，首套房首付比例下调至30%，二套房则是40%、50%。
点评：各大城市尤其是北京、上海首付比例的大幅下调，降低了购房者的“上车”门槛，不过在收入预期弱、按揭压力大的背景下，部分购房者仍持有观望态度。
7、普宅标准优化
政策回顾：2023年11月22日，深圳优化普宅标准，取消了“总价750万”的限制。12月14日，北京、上海楼市同时松绑普宅标准，两地均上调标准中的建筑面积、取消了总价限制，北京还对单价标准进行了明显上调。这是自2014年以来，时隔9年，北京、上海再次对普宅认定标准进行调整。
点评：新标准出台之前，由于一线城市房价高企，符合普宅标准的房子占比较少。随着新标准的执行，普宅占比大幅提升，以北京为例，全市普宅占比提高至七成左右。普宅标准的优化，使更多家庭能够享受住房转让时的税费优惠政策，同时有利于活跃二手房市场。
8、配售型保障房出炉
政策回顾：2023年8月25日，国务院审议通过一项重要的指导意见——《关于规划建设保障性住房的指导意见》（14号文），旨在加大保障性住房的建设和供给，重点是建设配售型保障性住房。
不同于限价房、共有产权住房等，配售型保障房是一个新物种，采取封闭运行、不得上市交易。据新华社12月20日报道，上海、济南、青岛、福州、长沙等不少城市已经开工了一批项目。与此同时，国家开发银行已向福州市双龙新居保障性住房项目发放了首笔贷款。
点评：住建部相关负责人曾表示，规划建设保障性住房，改革的重点是拓展配售型保障性住房的新路子。因此，配售型保障房建设意义重大，是新时期住房供给侧结构性改革和打造房地产发展新模式的一个重要抓手。
9、城中村改造
政策回顾：2023年7月21日，国务院常务会议审议通过《关于在超大特大城市积极稳步推进城中村改造的指导意见》，指出在超大特大城市积极稳步实施城中村改造是改善民生、扩大内需、推动城市高质量发展的一项重要举措。
在中央政策指导下，一系列关于城中村改造的部署展开，其中，住房和城乡建设部城中村改造信息系统投入运行两个月以来，已入库城中村改造项目162个。
值得关注的是，广州启动首个城中村改造立法。11月22日，广东省广州市人大常委会发布《广州市城中村改造条例（草案修改稿·征求意见稿）》，向社会各界公开征求意见。
点评：中央出台政策，地方积极探索，城中村改造成为今年的重点工程，不仅能够引导和释放内需，还有助于解决居住、教育、医疗等民生问题。
10、房票安置
政策回顾：房票安置是指将被征收人的房屋安置补偿权益进行货币量化后，征收人出具给被征收人购置房屋的结算凭证。早在2016年去库存大潮下，被使用较多，但2018年后逐渐淡出，2022年重出江湖，2023年迎来高潮。
根据中指研究院统计，今年有约30个城市推出了房票安置政策，包括省会城市和二线城市，如贵阳、南京、厦门、青岛、宁波、兰州、南昌、无锡等。其中，广州是首个明确提出“探索房票安置政策机制”的一线城市。
点评：房票安置政策的推出，不仅可以减轻地方政府的财政压力，对于房地产去库存、带动增长，都有一定积极作用。
