“沪六条”新政满月,上海楼市出现积极信号。
此前8月25日,上海市住建委、市房屋管理局等六部门联合印发《关于优化调整本市房地产政策措施的通知》,涉及符合条件的家庭,外环外购房不限套数;成年单身按照居民家庭执行住房限购政策;公积金账户可支付首付款;商贷利率不再区分首套和二套;个人住房房产税政策完善等六项具体措施,故也被业内称为“沪六条”。
从新政落地首月的成交数据来看,政策对市场的提振作用已显现。据安居客监测,8月26日至9月25日,二手房网签成交21127套,环比增长8%;上海新房网签成交9984套,环比增长37%,两类房源成交量均实现不同幅度的改善。
具体来看,在上海“豪宅热”的加持下,新房市场再现“日光”盛况。9月21日,两大豪宅项目“金陵华庭”、“中建玖上琅宸”于同日迎来开盘。根据开发商发布的信息,金陵华庭项目二期首批120套房源及中建玖上琅宸项目首批140套房源均在开盘当日便宣告售罄。
此外,随着限购政策放宽,上海二手房市场逐渐回暖。据“网上房地产”数据显示,本周六9月27日,上海二手房(含商业)网签成交套数更是达到了1165套,为今年5月10日以来的新高。

至于价格方面,新房与二手房房价走势有所分化。从9月15日国家统计局发布的数据来看,2025年8月份,70个大中城市中,各线城市商品住宅销售价格环比下降,同比降幅总体继续收窄。一线城市中北京、广州、深圳新房价格均呈环比下跌态势,而上海新房价格依旧领涨全国,环比上涨0.4%。不过,二手房方面,上海房价仍未摆脱此前的下行趋势,环比下降1%。
上海中原地产资深分析师卢文曦指出,上海新房市场呈现量稳价升的走势。“沪六条”的限购宽松和信贷政策优化对刚需和改善都很友好,而且在传统销售季档口公布,有助于稳定预期。就近期成交数据而言,刚改和豪宅类新房项目都有不错表现,说明政策亦获得了市场的认同。结合市场各方表现,今年“金九银十”传统销售季的成色有保障。
“二手房市场情绪也被带动起来,咨询量、带看量明显反弹。但上海二手房整体挂牌量还是在高位运行,因此市场还是采用以价换量的策略,价格继续下行。”卢文曦称。
外滩顶豪2小时收金近百亿,套均总价超8200万
位于上海市黄浦区外滩街道的金陵华庭二期项目,嘉里建设打造,是“沪六条”落地的一个月里,最受市场关注的豪宅项目之一。
9月10日,该项目公布了“一房一价”备案表。其中,一套865平方米的顶层复式房源震惊业内,其总价高达2.83亿元,折合单价约32.68万元/平方米,一举超越此前新房单价纪录保持者——保利世博天悦顶楼房源(单价30.27万元/平方米),成为目前上海新房市场中备案单价最高的住宅产品。
9月21日,金陵华庭二期项目正式开盘,吸引了227组客户参与认购。此次金陵华庭二期项目推出的是首批120套房源,为约360平米—875平米的大平层及复式楼,均价20.5万元/平米。
开盘仅仅两个小时,项目开发商嘉里建设方面便宣布,120套房源正式售罄,累计销售额98.43亿元,套均总价超过8200万元。

上述“外环外”二手房数据涨幅领先的情况也在其他中介机构的数据中获得验证。另据上海链家的数据,与近两月同期相比,新政后四周(8月25日—9月21日),上海链家二手房成交量增长11%(外环外增长16%),新增挂牌量增长14%(外环外增长19%),新增客户咨询量增长11%(外环外增长18%),带看量持平(外环外增长4%)。
此外,太平洋房屋业务策略部主管程红接受时代周报记者采访时表示,据她推测改善型需求的客户是增加的,新政对置换链条末端的推进起了一定作用,主要源于从该机构成交房价格段维度看到,“300万以下”和“500-700万”成交占比同比环比均有所上升的,从环线上看,“内中环间”的新增客户占比环比亦有所上升的。
至于二手房价格方面,易居研究院监测数据显示,新政后首周,有部分外环外房源业主提价3%—5%以迎合市场。
对此,程红表示,的确有部分外环外业主会提价(挂牌价),但太平洋房屋监测,在实际成交中,业主的心理底价单价(外环外)较新政前是有所下降的,新政前一个月议价幅度约为4%(业主平均心理价格在4.1万),新政后一个月议价幅度则升至4.8%(业主平均心理价格也降至3.97万)。
“据我们了解,更多的业主是想借此次新政尽快完成置换或者变现”程红称。
她表示,本轮新政的影响或将持续到10月底,短期内预计不会有政策跟进。在此期间,“金九银十”传统销售旺季下,上海二手房价预计仍以“以价换量”为主导。
